Found a dog in the middle of an interstate

Now I could use some tips on how to socialize her! She is so nervous and I've never owned a dog like this. Is it better to just keep moving foward on walks when she tries to lay down or is it better to just stop and wait for her? Obviously I will wait until she gets treated for the heartworms and gets spayed, but I could use any advise you could give me now!

Thank you guys so much for the support! We're going to need it....she ate some patio furniture last night! (she's staying outside until we buy her a crate.

I wonder if the reason she was dumped was because of the heartworms. She really is a cutie and you are wonderful for taking care of her so well.
