offer them 100.00 bucks or not

my daughter downstairs neighbor have a little 10 week old mix pup,they are not the most upstandung people to put it nicely,and they are not taking care of this pup,he has not beem to the vet and they leave him tied out with no water or put him in the basement.he has stayed at my daughters place 3 of the last 5 nights and sometimes he comes up on his own and they don't even come looking for him,so i told her to offer 100.00 for him.do you guys think thats bad ,the other plan is to dog nap him..they realy don't care about this pup and they are going to be kicked out of their apartment but they don't know yet..
i realy hope nobody thinks bad of me thinking about dog napping him but i realy see a hard future for this pup and they have 3 kids that dhs has taken away before and the kids run amuck and are not kept clean i feel so sorry for the kids and the dogs ..give me advice please..........

Hmmm, the fact that he wanders off and they never bother to look for him.... Someone could very well dog nap him anyway. Might as well be you....

I have a very similar situation in the neighbourhood. There is a very beautiful 15 month old Weimaraner owed by a very super rich Singaporean couple. As it is very normal here to buy a pure-bred dog for their own status symbol not because they are dog-people. The dog is never properly walked. She has electric collar on her neck, the maid just presses the button to make her stop whatever she is doing. Sometimes I am asking myself if I should just poison the dog. The situation in my eyes is animal-abused.
What would you do in this situation? Especially in a country like Singapore where it is not very dog-friendly place.

I wouldn't offer them any money. That may reinforce their actions and make them think what they are doing is ok.

The world isn't a safe place, there are many dognappers out there

If the puppy wanders to your daughter's apartment and they don't come looking for it, I don't really think her giving it to a loving home is really dognapping or wrong in any way. I've considered dognapping a gorgeous boxer boy one street over from mine that is tied up in a messy unfenced yard 24 hours a day. The only reasons I haven't are the fact that I've made it known to the owners how I feel about the situation so they'd probably know it was me and they live on a very visible corner lot! If only I could find an accomplice...

Ummm... NO!! The fact that you would even think that truly concerns me. Having an electric collar on & not being walked are not life threatening by any means, & surely not enough reason to take an animals life.

Why not have a chat with the owners of the pup, they may be just willing to give it away. The sound like very irresponible people.

thanks for all the replys.my daughter has talked to them and told them he needs to be wormed and shots and they did say they'd have to save money to get him to the vet but honestely they will probably spend any money they have on weed and beer,and i realy don't think they see any think wrong with that its thier mentality,
she realy has to watch what she sayes to them cuz they are the kinda people who would do something to get back at her,i think the landlord is going to have them served with papers this week one day, so hopefullyu they'll figure they won'y be able to find a new place that allows dogs and they are not the type to say i'll never leave my dog .
i'll keep you all posted.................

Honestly I am totally against stealing period, but I do believe there are times when you have to make a choice, & when an innocent animals life is in danger morals should be put on the back burner.
