Get rid of the potty pads.
He has learned it is OKAY to potty IN the house. You have taught him to potty on the pads. He needs to have the pads taken away and his only other alternative where to potty must now be outside. I'm afraid you will have to go back to potty training 101.
Potty pads send mixed signals. *Some* dogs do fine with pads, usually smaller breeds but they don't automatically know they are to potty outside when they are out there. What more than likely happens is that they potty outside when the opportunity presents itself but never get praised for it which translates to they don't get in trouble for going outside so they do when they can but still go inside as well.
There is no time limit. He needs to be trained to stop going in the house and trained to GO outside.

You could try moving the Potty Pad outside. Then gradually make it smaller and smaller. Make sure that you praise like crazy when the potty anywhere but on the potty pad. Good luck!

i think I would suggest removing the potty pads also. We used them when Bodie was a baby because of our living situation, and really had to retrain him when we moved into our house. It only took a couple of days, and we really went crazy when he would go outside, treats, happy dances, praising like crazy. I think they were more of a crutch for us than anything! We acted like fools but he got the idea within a couple of days, and he was only about 3 months old. For him, it seemed like the potty pads just confused him, pee outside when we're outside - pee on the pad when he was in the house - where am I supposed to pee this time?? He was much happier when he always went outside.
