Unhappy puppy scared stiff

I need to find out how to help a 9 week pup not be scared of a leash and collar, she will just stay still and shiver when she is out to potty. If she goes out without the lead she is fine and will go about her buisness. The yard is fenced so it is not a problem at this point, but I assume latter down the road if she is not broken of this fear she will be unmanageable when going for walks. What can be done?

You can try putting it on her in the house and letting her walk around with the collar and leash on. Even if she just sits there and doesn't move put it on her and walk away and eventually she will move. Then just leave it on for a while and do it every day and she'll get used to having it on and won't think anything of it when you're putting it on to take her out.

Or you can try a harness and see if she reacts better. But putting it on her while in the house is a GREAT way for her to become used to it. I see some big dogs running around, dragging the leash behind them, so they do get used to it. She's just a little wary of what that collar and leash means yet. Soon she will realize it means going out and about and will run for it when you have it in hand.

Make sure the leash and collar are very lightweight and nothing that makes a lot of noise.
Like others have mentioned, put in on in the house and let her do what she wants.
Good idea to put it on her just before meal times. She can learn to associate them with something good.
Could also try taking toys outside or treats as well. Make the collar/leash FUN.
