I rescued a baby kitten when she was about 2 weeks old (eyes just open) and found out that there is a lot more to it than just feeding them. You also have to stimulate their bottom to make them go the bathroom. If this isn't done, the waste will back up inside them and it is toxic and it will kill them in a matter of a day or two. It is very important!!!!! Personally, I would call a reputable cat vet and tell them the situation. This is what I did and they were VERY helpful. They gave me phamplets about how to care for tiny kittens (like keeping them very warm) and how to feed them properly. There are lots of little precautions you need to take. Like if feeding them at the wrong angle or too much at a time, it can back up and actually drown the kitten without you even realizing you are doing it. If I were in your shoes, I would get the kittens and the mom to a vet ASAP. If the mom still has kittens inside her, she could die if she isn't able to give birth to them. I wish you tons of luck and I hope you have a good outcome. I got lucky and my kitty is still with me and she is healthy and strong (her pics are in my gallery). Bless you for taking these babies and their mom in. And shame on your neighbors for being so careless.

Also, please know that even if the babies don't make it, it's not your fault and you are doing all you can to help them. When my kitty was tiny, the vets weren't sure she would make it. They told me many times the kitty can seem to be fine and then pass away for no apparent reason. They reminded me over and over that if that happens, to not blame myself. Thank you for helping these poor kittens and their mom.
