I have to agree with Pearl & skorp, what god forsaken book did you get that method from?
Watch for the signs that he needs to go (circling and sniffing at the floor) and get him out quick, when he goes praise.
Let him out quite often so he can relieve himself frequently and if he does mess in the house and you haven't caught him doing it then there's no use reprimanding him, it's too late.

I'd like to think that there are not many people who do this now days (not that it was ever acceptable in the first place)
