Probably the BEST thing i have ever found for "chewy treats" is Bully sticks. Sometimes they are stinky but if they ever DO swallow it they are fully digestible. Like with anything else though watch them with them and take them away when they get too small so they don't choke. Cracker has actually swallowed a piece before about 2 inches long, I was trying to get it from him quietly and nicely and he just gulped it down. He was okay but just like with anything else, watch them when they have them. THey don't make nasty messes like rawhide either. Cracker always plays with his, he throws it around and then attacks it and kicks it around before he eats it. Both of mine love them. I also do give bones from time to time but only carefully selected bones that they don't get marrow from, etc.
