Did they give you a pedigree, or are you flying blind? If they gave you a pedigree, we might know some of the dogs in it or how to get in touch with the breeder.
If not, you should probably start with the Canadian Kennel Club -
www.ckc.ca I believe they keep records of tattoo number combinations, so may be able to steer you in the right direction.
