It can be frustrating. We contacted 5-6 breeders in our area when we were looking for Bodie. Breeders were able to refer us to other breeders that were expecting litters. It can take time, but it is worth it. Trust your instincts on the 2nd breeder, but well bred boxers are pricy. Breeding is expensive if it is done right and those costs are passed down to the puppies. Breeders SHOULD sell with a limited registration if you are not qualified/do not plan on showing. Once the puppy goes to you with a full registration, you could breed it with no regard to the breed. Breeders usually keep an interest in every puppy they let go to any home- show or pet. Both my boxers were sold with a limited registration and I was only given the registration once the dog was altered.
Keep at it. A healthy well-bred pup is worth the wait.
